Magnani Universitas Gadjah Mada, Center for Tropical Medicine, Yogyakarta, Indonesia, Atma Jaya Catholic University of Indonesia, HIV-AIDS Research Centre, Jakarta, Indonesia General data Abstract category: Access and delivery of care Abstract body Purpose: In Indonesia, one of the world's fastest growing HIV-AIDS epidemics, this is the first one-stop HIV services (testing and treatment) in HIV-community based organizations (HIV-CBOs). This study aims to measure and reflect the model. Method: This was a mixed-methods study, with the quantitative was to determine the impact, and the qualitative was to understand the acceptability of the model. The model was that HIV-CBOs collaborate with the nearby primary health care, conducting HIV testing and provide treatment immediately. The quantitative was a prospective cohort study, collecting data on HIV testing and treatment coverage in two phases, i.e., before (November 2015-December 2017) and during (JanuaryDecember 2018) the model implementation, which were then compared using chi-square test in the data analysis. The qualitative was 9 focus group discussions for provincial health officers, health care workers, and CBOs’ staffs and 11 in-depth interviews for people living with HIV (PLWIH) and district health officers. The Theoretical Framework of Acceptance was used to guide the interview guidelines and data analysis. Results: Comparing observation to intervention, the trial model increased the monthly average of HIV testing [from 53 people/month to 57 people/month], ART initiation [from 63% to 90% (p-value:0.000)], and six-month of ART adherence [from 49% to 60% (p-value:0.118)]. PLWIH found that initiating ART at their community centre was more confidential and easier than at formal health facilities. CBOs’ staffs felt more empowered because they were involved in providing the service. However, health officers and health workers argued that the trial model lacked legal regulation and could be a source of treatment dropout. Conclusions: This community-based HIV test and treat model proof to increase HIV cascade of care and accepted by the population in need. Further trial is needed to give more evidence so that it can be more accepted and supported by the authorizing bodies. General conditions 1.
